Antique French Wine Corker or in French, "Bouchoneuse".
Comes from the "Midi" region of France.
This is still a usable item and can still put corks into bottles.
Lift the plunger, pop in a cork, place the corker over the mouth of bottle and bang it in with a wooden mallet or a lump of wood!
31cm long.
Also makes good kitchen décor.
Pretty sure it's olive wood.
